ADF&G Announces 2010 Southeast Alaska Chinook Salmon Quota

(Juneau) – The Alaska Department of Fish and Game today announced that, under the guidelines of the abundance based management system of the Pacific Salmon Treaty, the 2010 all-gear Southeast Alaska Chinook salmon harvest quota is 221,800 fish.  This year’s number for Southeast Alaska is a slight increase over last year’s preseason allocation of 218,800.

Utilizing data on the strength of West coast Chinook salmon stocks that contribute to Southeast Alaska fisheries, the Pacific Salmon Commission’s Chinook Technical Committee has determined that the 2010 Abundance Index for Chinook salmon in Southeast Alaska is 1.35. As specified in the revised 2008 Pacific Salmon Treaty Agreement, this translates into an allowable all-gear catch for Southeast Alaska of 221,800 treaty Chinook.  Most of the Chinook salmon produced in Alaska hatcheries are not counted under treaty provisions, and may be caught by harvesters in addition to the treaty limit.

The treaty Chinook salmon harvest will be allocated to Southeast Alaska sport, commercial troll, and commercial net fisheries in accordance with management plans specified by the Alaska Board of Fisheries.

ADF&G Releases Results of 2010 Bristol Bay Sockeye Salmon Processing Capacity Survey

(Juneau) - The Department of Fish and Game’s (ADF&G) preseason survey of Bristol Bay sockeye salmon processing capacity is now available on the ADF&G website at either of the following links: http://www.cf.adfg.state.ak.us/region2/finfish/salmon/bbayhome.php  and http://www.cf.adfg.state.ak.us/

Total processing capacity reported in the survey is 1.8 million sockeye salmon per day; with a capacity over the entire season of 31.5 million fish.  ADF&G estimates the number of sockeye salmon available for harvest this year to be 30.53 million fish, indicating that adequate capacity to process the available harvest as forecast by ADF&G will be available.  However, this is only 3 percent surplus processing capacity, compared to the projected harvest, and would constrain the ability to process a larger run, should the harvestable surplus exceed the ADF&G prediction.

Bristol Bay sockeye harvests have averaged 2 percent above predicted harvests since 2001 and Bristol Bay processors have processed more salmon than their estimated capacity, as indicated in previous capacity surveys, by an average (2004-2009) of 4.9 percent.  In the past, consecutive daily harvests exceeding the 1.8 million sockeye a day capacity, regardless of total run size, have resulted in catch limits being imposed on fishermen.  This could also happen during the 2010 season.

Fourteen processors were selected to participate in the survey.  These processors include the largest salmon processors in Bristol Bay and collectively these companies purchased 99.5% of the sockeye salmon harvested in Bristol Bay in 2009.

Several processors indicated they would again have a “long haul” fleet and provided information on the capacity of that fleet.  Processors purchasing sockeye salmon in Bristol Bay indicated the number of tenders they plan to employ will decrease while the number of fish they intend to purchase will slightly increase compared to the 2009 season.  Processors anticipate increasing their use of air transportation, presumably to supply Bristol Bay sockeye salmon to fresh markets during the 2010 season.

The survey also asked if processors intended to buy salmon from the Ugashik District in 2010, and if so, if they intended to buy more sockeye salmon from that district than they had in 2009.  Six companies indicated they intend to purchase sockeye salmon in the Ugashik District in 2010 and they expect to increase their purchases of sockeye salmon in 2010 above the amounts they purchased in 2009.

AlaskaStatewide Salmon Forecast for 2010

(Juneau) - The Alaska Department of Fish and Game announces that the statewide commercial salmon harvest in 2010 is projected to total 138 million salmon of all species. This is a decrease compared to 2009, with most of the decrease expected to come from lower pink salmon catches. Overall, Chinook and sockeye salmon harvests are expected to be higher than in 2009, while the coho and chum salmon harvests are expected to be similar to the actual harvests taken in 2009. This forecast would represent the 19th largest harvest since 1960, if achieved.

The forecasted harvests for individual species in 2010 are 515,000 Chinook salmon, 45.8 million sockeye salmon, 4.4 million coho salmon, 69.1 million pink salmon, and 18.0 million chum salmon.  The 2010 sockeye salmon harvest of 45.8 million salmon would be the ninth largest sockeye salmon harvest since 1960; and the 2010 chum salmon harvest of 17.9 million fish would be the tenth largest chum salmon harvest since 1960.  The 2009 coho salmon harvest of 4.4 million salmon matches the most recent ten-year average of 4.4 million coho salmon.

The estimated 2010 Chinook salmon harvest of 515,000 salmon would mark an increase over the 2009 harvest of 359,000 salmon.

These forecasts are based on quantitative projections of next year’s salmon run using information on previous spawning levels, smolt outmigrations, returns of sibling age classes, and recent survival rates observed for hatchery releases.

Alaska Sustainable Salmon Fund - Announcement of Calls for Proposals

February 2010: Arctic-Yukon-Kuskokwim Call for Proposals

The Alaska Sustainable Salmon Fund program (AKSSF) is announcing a call for proposals (CFP) for the Arctic-Yukon-Kuskokwim Region.  Our proposal submission website (www.akssf.org) will be ready to accept proposals by February 12, 2010.  The following partial list of conditions applies to this CFP:

  • Our proposal submission website (www.akssf.org) will have instructions/forms and be ready to accept proposals on February 12, 2010.
  • Proposals must be received by 12 p.m. (noon) Alaska Standard Time on February 26, 2010. 
  • Approximately $600,000 in funds is available for salmon stock assessment and management projects.  All proposed projects must address one of the information need or actions included in the following document (PDF file* - 34 KB)AYK February 2010 Priorities.
  • No matching funds are required.
  • Projects must be completed no later than March 31, 2011.


March 2010: Arctic-Yukon-Kuskokwim Call for Proposals

The Alaska Sustainable Salmon Fund program (AKSSF) will open an additional call for proposals (CFP) for the Arctic-Yukon-Kuskokwim Region in late March 2010.  The following partial list of conditions applies to this CFP:

  • Our proposal submission website (www.akssf.org) will have instructions/forms and will be ready to accept proposals by March 26, 2010.
  • Proposals must be received by 12 p.m. (noon) Alaska Daylight Time on April 16, 2010. 
  • About $500,000 in funds will be available for salmon stock assessment and management projects.
  • Projects must be completed by March 31, 2014.
  • Concurrent or prior to AKSSF funded expenditures, projects must contribute a 33% non-federal match (per Congressional requirements). 
  • Projects must contribute to the maintenance of salmon populations necessary for subsistence fishing.

Alaska Board of Fisheries to Meet in Anchorage, December 1-8

(JUNEAU) - The Alaska Board of Fisheries will meet December 1-8, 2009, at the Hilton Hotel in Anchorage, to consider proposed regulatory changes to the Bristol Bay Area subsistence, sport, and commercial fisheries for salmon, herring, and other finfish. 

Proposals have been submitted by the Alaska Department of Fish and Game, local fish and game advisory committees, fishing organizations, and the general public seeking adjustments to the fishing regulations and management plans for the Bristol Bay Area.  Topics include allowing permit stacking, eliminating vessel length limits, changing harvest allocations, and modifying registration requirements. 

The board will take oral public testimony during the meeting. Anyone wishing to testify before the board on the regulatory proposals must sign up at the meeting site in Anchorage before 10:00 a.m. on Wednesday, December 2. Public testimony will continue until everyone signed up has been given an opportunity to be heard. 

Saturday, December 5 the board will consider a proposal on habitat protections. Anyone wishing to testify before the board regarding habitat protections must sign up at the meeting site between 8:00 a.m. and 10:00 a.m. Saturday, December 5. 

On Tuesday, December 8 the Board of Fisheries will meet jointly with the North Pacific Fisheries Management Council to hear agency reports on a number of management topics and review regulatory proposals on Pacific cod and other groundfish fisheries scheduled for action by the Board during meetings in February and March 2010. 

Written comments on specific proposals will be accepted and distributed to members during the meeting up until they begin deliberation on the proposal.
